Costed proposals are sought for wetland plans and projects that will be funded by Tóchar.
Tóchar is a three-year wetland restoration project being run by the National Parks and Wildlife Service (NPWS). Taking its name from the hundreds of ancient paths or toghers laid across the bogs by our ancestors, the project will serve the community, bringing participants on a nature restoration journey.
The proposed plans and projects should:
- Produce management or feasibility studies for improving access/reducing impacts of recreation on wetland sites which already are in use for amenity purposes
- Assist with the understanding and knowledge base for any aspoect of a specific wetland sites’ ecology, hydrology or greenhouse gas emissions
- Map wetland attributes such as vegetation, habitats, species, drains, watercourses
- Produce restoration plans to improve and enhance the wetland’s conservation status, in order to increase the wetland’s functional resilience and biodiversity value
- Deliver restoration works onsite, in line with appropriate consents and permissions appropriate with the designation status, and in line with best practice methodology for the characteristics of the wetland

Geographical area covered:
Wetlands must be located within, or directly adjacent to, the EU Just Transition Fund territory. This includes the entire counties of Laois, Longford, Offaly, Roscommon, Westmeath, and municipal districts of Ballinasloe (Co. Galway), Athy and Clane-Maynooth (Co. Kildare), and Carrick-on-Suir and Thurles (Co. Tipperary). If a wetland site is outside the boundary but it can be demonstrated that the site is part of the wetland complex that extends into the territory, thereby benefiting the territory, proposals can be accepted.
Policy objective:
This scheme falls under the EU JTF programme Priority 2: Supporting the restoration and rehabilitation of degraded peatlands and regeneration and repurposing of industrial heritage assets. The specific operation concerned is Action 2.1: Support the restoration and rehabilitation of degraded peatlands.
Co-funded by the Government of Ireland and European Union, the EU Just Transition Fund has a single specific objective, which is to enable regions and people to address the social employment, economic and environmental impacts of the transition towards the Union’s 2030 targets for energy and climate and a climate-neutral economy of the Union by 2050, based on the Paris Agreement.

Maximum amount per project: €170,000
Minimum amount per project: €1,000
Incentive payments relate to restoration works – A once-off payment rate of €1,450 per Hectare, with a minimum payment of €725 and a maximum payment of €15,000, is available to landowners and turbary right holders to accommodate the restoration measures or for access to carry out restoration measures under the scheme. Applicants must have a legal interest in the land through freehold title, a turbary right or fee simple title.
